The program development map gives insight into complex, interrelated areas that must be addressed in order to effect change.  Addressing part of the problem is never the answer; a holistic approach is required.  In most situations the problems are more deeply rooted than first thought; change is more difficult than anticipated; key areas are overlooked, and leadership with real vision is missing. Otherwise, the problems would not exist. 

The good news is we know where to look and how to help an organization regain its health.  However, if the patient doesn’t take the medicine, the problem will persist.  Organizational discipline with a clear understanding of authority is critical to success.
